US Congressman. He served as Mayor of Hartford, Connecticut from 1826 to 1829, and in the Connecticut State Militia, where he rose to the rank of Major General. After serving terms in the state Legislature and Senate, he was elected as a Democrat to represent Connecticut's 1st Congressional District in the United States House of Representatives, serving from 1853 to 1855. He unsuccessfully ran for Governor in 1858, and was a member of the Peace Convention in 1861 that attempted to head off the sectional crisis that resulted in the Civil War.
