Hugh was the son of Horace Henry and Mary Elizabeth Roberts Baxter. He married Mildred Eytinge in 1908. They had at least two children: Barbara and Richard S.

Hugh married on Oct 18, 1908. Hugh was one of the USA's first accomplished pole vaulters, holding the National Title from 1883-1886. Hugh set a world record of 11' 1/2" in the pole vault in the championship of 1883. He was only beaten once during his pole vaulting career which ran until 1895. In 1912 he became a member of the New York Athletic Club Nominating Commitee.
