Vermont Lieutenant Governor. The son of Vermont Governor Ryland Fletcher, Henry Fletcher worked a farm his family had owned for three generations. He joined the Union Army in 1862 as a sergeant in Company C, 16th Vermont Infantry, and advanced to first sergeant and sergeant major before receiving a commission as second lieutenant in April 1863 and mustering out with his regiment at the end of its enlistment the following August. During the governorship of Redfield Proctor he served as military aide with the rank of Colonel. Fletcher was also an active member of the Grand Army of the Republic. He served one year terms in the Vermont House in 1867, 1868, 1878, 1880 and 1882. He also served as a State Senator in 1886. In 1890 he was elected Lieutenant Governor and served one term, afterwards returning to his family farm.
