John B. Hutchins was the son of Robert F. Hutchins and Hester Topp. He graduated public schools at Jacksonville High School in 1939. The 1940 US Census shows Hutchins living at home with his parents in Jacksonville, Pulaski County, Arkansas, along with his sister Julia F. Hutchins and his brother William F. Hutchins.

Hutchins enlisted in the U.S. Coast Guard on 10/11/1942 and received his basic training at Curtis bay, Maryland. He later attended special schools at Front Royal, Virginia. He became an expert at handling Coast Guard war dogs attaining the rank of Shore Patrol 3rd Class.

Hutchins received a severe spinal cord injury while swimming at low tide at Pensacola, Florida, and died on 6/18/1943.
