Politician. He was born into a family of physicians. He began to study medicine in 1914, but due to the start of World War I, his studies were delayed. When he attended Wilhelm University after the war, he studied law instead and graduated in 1922. During that time, he began his entry in politics, serving on the Soldier's Council, and in 1920 he became a member of SPD. He became a liaison officer to the Prime Minister of Prussia in 1928. When the Nazi party came into power five years later, he fled to Czechoslovakia, then to France where he was imprisoned for a year. Finally, he arrived in the United States where he remained until the close of the war, returning to Germany in 1948. Beginning that year and until 1957, he was President of the Hamburg Court of Auditors. At that time, he was appointed as Senator of Finance. He held this position for eight years until 1965, when he was elected as First Mayor of Hamburg. He resigned as mayor in 1971. He was given an honorary professorship at the University of Hamburg. In 1989, he and his wife established a non profit organization to promote and commemorate academic works regarding political exile. There is a street named after him and beginning in 2007, a medal in his name was imagined to honor those who have contributed Jewish life in Germany.
