Son of George W. Hoy and his wife, Sarah Lovejoy (Root) Hoy. Charles was reared and educated in Michigan, where he learned the carpenter's trade. In 1874, he moved to Cozad, Boston county, Nebraska, but soon relocated to Monmouth. In 1875, he worked on the Woods building on the south side of the public square, and helped erect a building at Monmouth College in 1876. His early employers in Monmouth were Dunn & Stephens, and later W. S. Emert. Charles began operating a steam-powered wood planing mill in 1880. From 1887 to 1899, he and brother Fred operated as the Hoy Brothers firm. Charles entered the grocery business in 1900 with his son-in-law, Clyde Smiley. Charles also served as an alderman in the Monmouth 5th ward, and as a trustee, deacon, and member of the finance committee of the Baptist Church, of which he and his wife had long been members.

Charles married Lillian Jane Johnson, a native of Oquawka, on 17 June 1879 in Monmouth. To this union, 9 children were born, six of whom with his wife survived him:
