US Congressman, Philadelphia Mayor. He was elected as a Republican to represent two different Pennsylvania Congressional Districts in the House of Representatives on two separate occasions, both times replacing a Congressman who had died in office. First elected to represent the 4th District to fill the vacancy left by the death of Congressman William D. Kelley, serving from 1890 to 1897; he was then elected to represent the 2nd District to fill the vacancy caused by the death of Congressman Robert Adams, and served from 1906 to 1907. In 1907 he resigned from his Congressional seat to become Mayor of Philadelphia, Pennsylvania, serving as that city's chief official from 1907 to 1911. He was the father of Congressman William Stuart Reyburn.
