He was a son of Michael McGuigan and Bridget Quinlivan. He married Minnie Maude Stewart.

OBITUARY: 27 JUN 1910, includes a photo of him. Article reads: Thomas F. McGuigan For Twenty-One Years Vancouver's City Clerk. Died Sunday June 26th. Thomas F. McGuigan for 21 years city clerk of Vancouver, passed away on Sunday. He had only been ill enough to be confined to the house for a very few days and the news of his death came as a shock to his thousands of friends and acquaintances in the city and surrounding districts. Mr. McGuigan was a native of North Easthope, near Stratford, Perth County, Ontario and had he lived until today he would have been celebrating his 50th birthday. Mr. McGuigan, like many others of the pioneers of Vancover, followed the railroad from the east, keeping close to what was then called the Canadian frontier. He taught school for a while in Manitoba and followed other similar occupations, but got ever nearer the end of the line, and he was one of the first to make Vancouver his permanent home. He was married in this city to Miss Minnie Stewart, daughter of the late Chief of Police Stewart. She, with two children, a son and a daughter survive. He also had a sister Mrs. Sickleton, (sic should be Hicklenton) and a brother, James, living here. Other brothers and sisters live in Stratford, Philadelphia, Chicago and Spanish River. To know T. F. McGuigan was to like him, no one who knew him would believe him capable of doing an intentional injury to anyone. As city clerk, he _____ the work of the city accurately as well at a time when a huge amount of the worry fell on the shoulders of the city clerk, he being the most available official and his affability saw him through when any one with an irasiable temper would have been for making trouble with inappropriate caller. The funeral will take place on Tuesday morning from the family residence, Cordova Street East, where Mr. McGuigan had lived since his marriage. His son, Stewart P. McGuigan returned home this morning from Victoria, where he had been attending the University school.
