Elmer "Ebby" Ellsworth Ray Harter, Jr. was the son of Rev. Elmer Ellsworth Harter, Sr. and Priscilla Alice (Ray) Harter. He was the husband of Cloyde Helen Cunningham (Eckles) Harter. They were married Pittsburgh, Allegheny Co., Pennsylvania, September 30, 1930 - 58 years. Cloyde died December 3, 1987.

Elmer E. Harter of Harrisburg, is a prominent attorney and Junior Supreme Governor and is the second highest executive officer in the Supreme Lodge of the Loyal Order of Moose. He was elected Supreme Prelate in 1963 and was elevated Supreme Junior Governor in 1964. He had been a past governor of his home lodge, Harrisburg No. 107. For his service to the Order, he has received the Pilgrim Degree of Merit, the fraternity's highest degree. He received his bachelor of arts degree from the University of Pittsburgh in 1927 and his LLB degree from University of Pittsburgh in 1930. He is a member of the Bar Association of Dauphin and Allegheny Counties and of the State of Pennsylvania. He is also a member of Phi Kappa Sigma and Delta Theta Phi fraternities and is active in a number of civic and service organizations. Mr. Harter resides at Harrisburg with his wife Cloyde. They have one daughter.
