US Congressman. His family moved from Ohio to McLean County, Illinois in 1843, where he studied law, won admission to the bar and started a practice in 1854. From 1867 to 1868 he was State's Attorney for the judicial district that included McLean County, and from 1870 to 1877 he was the district's Circuit Court Judge. He was also co-publisher and co-editor of The Western Jurist, a monthly law review. In 1876 Tipton was elected to the US House of Representatives as a Republican and served one term, 1877 to 1879. He was an unsuccessful candidate for reelection in 1878, losing to future Vice President Adlai E. Stevenson, afterwards returning to practicing law. In 1890 he was again elected Circuit Court Judge, serving from 1891 to 1897, after which he returned to his law practice.
