Governor of Massachusetts. He attended the Cambridge public schools and graduated from Boston College before serving in the Navy in World War I. He served three terms as Treasurer of Massachusetts before being elected Governor in 1936. A Democrat, his administration was marked by the regulation of labor practices and emphasized individual rights. The Fair Trade Laws were passed, which included the regulation of the use of private police in strikes and imposed a minimum wage for women and children. He vetoed a law to require teachers to take loyalty oaths. He raised the enmity of Georgia Governor E. D. Rivers by refusing to extradite James Cunningham, a black prisoner who had escaped from a Georgia chaing gang thirteen years earlier. Despite his successful record, he was denied a second administration when he was defeated for renomination by his predecessor, the popular James M. Hurley. The Charles F. Hurley Building in Boston's Government Center is named for him.
