Governor of South Carolina. A Democrat, he was the first Governor of South Carolina elected to a four-year term, and served from 1927 to 1931. His administration was noted for his strict observance and enforcement of the state's Blue laws, which decreed that businesses should be closed on Sundays. Serving as Governor at the beginning of the Depression, he kept a cow on the lawn of the governor's mansion for milk and for mowing in order to save on expenses.
