US Congressman. He was admitted to the bar in 1797, practiced law in Worcester County, Maryland and was a member of the State House of Delegates, 1804 to 1814. In 1817, he was elected as a Federalist to the Fifteenth Congress, reelected to the Sixteenth and Seventeenth Congresses, serving until 1823. Not seeking reelection, he resumed legal practice until his death.
