Bolivian Politician. Dr. Andrés Ibáñez studied law at the University of Saint Francis Xavier in Sucre, Bolivia and dedicated himself to politics and the legal profession. As Secretary of the Prefecture, he authorized the creation of the cruceña (Santa Cruz, Bolivia) flag with its green and white colors. Ibáñez was a Santa Cruz city councilman in 1868. In 1874 he was elected member of the National Parliament. He became Governor of Santa Cruz department (state) as a result of a revolution in 1876, but was betrayed by opposition forces the next year and subsequently executed.
