Monsignor Romeo Panciroli MCCI., Archbishop of the Titular See of Noba, was born on November 21, 1923, in Codemondo, Reggio Emilia, Italy, the first of nine children. Following elementary studies in Padua and Brescia, he joined the Congregation of the Comboni Missionaries of the Heart of Jesus, beginning his novitiate year at Florence, on October 7, 1941, under the direction of the saintly figure of Father Stefano Patroni.

Romeo took his simple vows on October 7, 1943, and pursued studies in philosophy in Verona, later moving to Venegono, where he studied theology. He made his solemn profession within the Congregation on September 24, 1948, and was ordained a presbyter aged 25, by future Blessed, Cardinal Alfredo Ildefonso Schuster OSB., Archbishop of the Metropolitan See of Milan.

Collaborator within the Casa Editrice Nigrizia of Verona, shortly after his ordination, the famous Msgr. Sergio Pignedoli, future cardinal, asked his superiors to send him to Rome in order to serve with the Central Committee of the Holy Year on 1950. Back in Verona, he served as lecturer of sociology and ethics and retained his position with the named Casa Editrice Nigrizia. With the approval of Father Antonio Todesco MCCI., he founded the Messis Film, in Rome which released a number of movies and documentaries. Monsignor Pignedoli, again asked his superiors to send him this time to Africa, where he served within the Apostolic Delegation of Lagos, Nigeria between 1959 and 1964.

Back in Rome, he officially joined the Secretariat of State, within the Pontifical Commission for Social Communications, contributing to the development of the named Commission, on which he was named Sub-Secretary in January 1970. He joined the late Pope Paul VI in numerous pastoral and missionary visits around 54 countries across six continents. He also joined the late Pope John Paul II during some of his pastoral visits.

In June 1976, Romeo was appointed director of the Sala Stampa of the Holy See and on November 6, 1984, aged 61, Pope John Paul II, named him Apostolic Pro-Nuncio to Gambia and Liberia and Apostolic Delegate to Guinea and Sierra Leone, receiving his episcopal consecration with the Titular Archbishopric See of Noba on December 16, from Cardinal Bernardin Gantin assisted by Cardinal Duraisamy Simon Lourdusamy and Bishop Gilberto Baroni.

On August 1, 1987, Archbishop Panciroli was named Apostolic Pro-Nuncio to Guinea and later Apostolic Pro-Nuncio to Iran on March 18, 1992. In February 1994, he was named Apostolic Nuncio of the named Islamic republican country, acting heroically and diplomatically, especially with the small group of local Christians.

Monsignor Panciroli retired from the diplomatic service of the Holy See at 75 years of age in April 1999, spending his remaining years in Rome, serving still within several institutions of the Secretary of State. Passing away at the Policlinico Gemelli in Rome at the age of 82 on March 16, 2006 shortly before noon, his solemn funeral Mass, presided by Cardinal Angelo Sodano, former Cardinal Secretary of State, took place at the Patriarchal Vatican Basilica, followed by another Mass at the Basilica della Madonna della Ghiara in Reggio Emilia, presided by Msgr. Adriano Caprioli. His remains were successively interred in his family vault inside the cemetery of San Polo d'Enza.
