James was the adopted son of Rufus and Elmira (Mellott) Harvey. His biological parents were never found. Update 1/2/2023: George Conn 119102584 and Ellen (Ella) Mae (or May) Moore 264045401 (born ~March 1889, per 1900 census, taken in Napier Township, Schellsburg Village, Pennsylvania; Adopted parents WIlliam R and Ann M Moore). George and Ella were identified as James Moore's biological parents. James was orphaned by his mother and step-father (Howard Jackson Luman) (James was recorded as living with them in the 1910 census, Londonderry Township, Hyndman town, and noted as James E. More (sic), with his mother's name as Ella M Luman); Ella is also listed as 20 years old, but as of the date the census was take, 4/18/10, she should have been 21. This discrepancy is unaccounted for, but may be due to some counting the first year of life as year 1. This also follows a similar pattern throughout Ella's life, whereas her documented age is inconsistent; Ella had many additional children, although not all are accounted for as of this writing. Ella was married to Howard Jackson Luman on 1/11/1910. A child was born to her on 9/27/1910. While residing in the Bedford County Almshouse, she reported that the child's father was Cornelius McCue of Langdondale. Howard was legally married to Ella at this time and this discrepancy is unaccounted for. There were children born soon after Ella's 1910 marriage to Howard Jackson Luman in Pennsylvania, and these children still need to be documented and accounted for. Grace Avelyn Luman, was born 1 May 1914, died 25 May 1914, Hyndman, Londonderry Township, Bedford County, Pennsylvania : Per death certificate Undertaker stated that "the father and mother say this child was found in bed dead in morning when they got awake. Interestingly, a unnamed boy Luman was born to an E Moor in March of 1914; these are believed to be the same person and it is unknown how someone could have a baby in March, then again in May of the same year. A Mary Luman was then born 5 August 1917, died 19 August 1918, Mineral West Virginia; then a George Earl Luman was born to Ella M and Howard Jackson Luman on 23 Sept. 1918 in Oakmont, Mineral, West Virginia. Howard Luman also had to register for WWI service and did so on 12 Sept 1918, he was listed as a laborer for John Lybarger in Madley Bedford County, PA and listed his permanent home address as Hyndman, PA although he also looks like he may have been in West Virginia around the same time as he had a son born on 23 Sept 1918, however it is not absolutely known that he was living in West Virginia at that time. He and his wife may have been separated and his WWI registration calls his whereabouts into question. Madley was approximately 6 miles from Hyndman, PA and also happened to be in close proximity (~13 miles) to Napier Township and Schellsburg where Ella Moore lived with her adopted parents and where James' father George Conn lived with Fanny Berkey Conn (they may have all known one another through work, church, friends, community) and taken in at the age of 3 from the Bedford Almshouse by the Harvey's through indenture (apprenticeship), which is approximate to, though not the same as, the present day practice of fostering. It is not known what, if any, relationship existed between his birth mother and the Harvey's. While he was taken in and raised as one of their own, he was never formally adopted by the Harvey's. James' birth certificate had "not named" written on it, but was either given a name after the certificate was completed or the official was not aware of the name at that time. The surname of Moore appears to be added some years later, possibly when he applied for a SSN, which became mandatory to be able to work. The process (required birth documentation via certificates) was relatively new in 1908 as it had only been a statewide requirement since 1906. There is a 105 year restriction on birth certificates in the State of Pennsylvania, and an additional 1 year period for them to be uploaded to the system; as a result, James' was not discovered until 2015.
