Born in Bloomfield, ON he was the son of James Moffatt 1827-1910 and Anna Rumley 1831-1916. He first married in 1881 to Sarah Eliza Laird 1861-1911 and the had 7 children. He married second Sarah (Lawrence) Sullivan. He was a Tinsmith and Volunteer Fireman. He also played the drums in the Bobcaygeon marching band.
