Mrs. Severns was born in Decatur on July 23, 1918, the daughter of Russell Waggoner and Goldie Waggoner Watson. She married Donald E. Severns Sr. on Feb. 27, 1947, in Decatur. She was a member of Concordia Lutheran Church and an active volunteer in many community organizations. She was a 16-year volunteer for the St. Mary's Hospital Auxiliary, a 14-year worker with the Retired Senior Citizen Volunteer Program and also worked as a Meals on Wheels volunteer. She was awarded the Parent Teachers Association Lifetime Membership award.
Mrs. Severns also was very politically active. She was co-chair of the Illinois Electoral College in 1992 and represented Illinois as an elector to President Bill Clinton's inauguration in 1993 in Washington, D.C.
She served as a Democratic election judge from 1972 to 1976 and a Democratic Precinct Committeewoman from 1976 to 1992. In 1978, she was a delegate to the Secretary of State's State Conference on Literacy. She served as the Macon County Coordinator for the Paul Simon for U.S. Senate campaign in 1984. She was a member of the Macon County Independent Democratic Women's Organization from 1972 to 1996 and served as the organization secretary for 13 years.
In her political work, Mrs. Severns had the opportunity to meet with several national dignitaries, including President and Mrs. Clinton, President and Mrs. Carter, the late U.S. Sen. Edmund Muskie and U.S. Ambassador Pamela Harriman, ambassador to France.
In addition to her husband, she is survived by two sons; two daughters; eight grandchildren; one great-grandson.
She was preceded in death by one son, Johnnie; one daughter, Marsha; her sister, parents and stepfather. [Note, her daughter Illinois State Senator Penny Severns died in February 1998.]
