She was born Ruth Evelyn Jefferson in Carmi, Illinois in 1911 to Allen Jefferson and Matilda (Rickman) Jefferson. Ruth was one of four children: sister Clara, brothers: Frank and George. She married Theodore Roosevelt Waller, and from this union two children were born, Theodore Allen, and Carlton. She was laid to rest at Bellefontaine Cemetery in Mount Vernon (Posey) Indiana.
