Former Bishop of the Diocese of Waterford and Lismore, Monsignor Dr. Michael Russell was born on December 10, 1920, in Loughmore, Thurles Co. Tipperary, Ireland. He received his secondary education at the Christian Brothers' School in Thurles, and later studied for the priesthood in St. Patrick's College of Maynooth. Ordained presbyter on June 17, 1945, he completed post-graduate studies in 1948, when he was conferred with a doctorate in canon law. Russell was then appointed professor of moral theology in St. Patrick's College of Thurles and lectured there until 1965. He also served as vice-president of the college for a number of years.

His appointment as Bishop of the See of Waterford and Lismore was announced by Pope Paul VI on November 8 1965, following the demise of Bishop Daniel Cohalan. He received his episcopal consecration inside the Cathedral of the Most Holy Trinity of Waterford on the following December 19, from Cardinal William John Conway, assisted by Cardinal Giuseppe Maria Sensi and Archbishop Thomas Morris.

Bishop Russell retired from office on May 27, 1993, at 72 years of age, and was succeeded by Bishop William Lee. He died on Monday, January 12, 2009, aged 88.

In accordance with his wishes, Bishop Russell did not lie in state but was placed in a closed coffin on a plinth in the Cathedral of the Most Holy Trinity as parishioners were allowed to visit and say a prayer. Concelebrated Requiem Mass took place on Thursday, January 15, at twelve noon at the said cathedral, presided by the named Msgr. William Lee, who also preached the homily. Successively, Bishop Russell was laid to rest within the cathedral grounds.
