US Congressman. He graduated from South Carolina College (now the University of South Carolina) in 1813 and became a plantation owner, also developing an interest in horse racing, including becoming part owner of the famed mare Bonnets o' Blue. He served in the South Carolina House of Representatives from 1820 to 1821. In 1822 he was elected to the US House of Representatives as a Democratic-Republican to fill the vacancy caused by the death of James Overstreet. He was elected twice as a Jacksonian and served one partial term and two full ones, December, 1822 to March, 1827. He was an unsuccessful candidate for reelection in 1826, and in 1828 moved from South Carolina, eventually settling in Marshall County, Mississippi, where he owned a plantation called Snowdown (or Snowden), which he operated until his death. His children included Confederate General Daniel Chevillette Govan, Confederate Captain Andrew Robison Govan, and Confederate Colonel George Morgan Govan, who also served as Mississippi's Secretary of State. (bio by: Bill McKern)
