U.S. Congressman. Moving with his parents to Massachusetts, in 1844, he later became successful in real estate endeavors. He was Mayor of Fall River, Massachusetts, (1880-81, 86, 95-97), Fall River Postmaster, (1881-85, 98) and general superintendent of Massachusetts State prisons, (1888-93). In 1898, he was elected as a Republican to the Fifty-fifth Congress to fill the vacancy caused by the death of John Simpkins, reelected to the Fifty-sixth Congress and to the next twelve succeeding Congresses, serving until his death at age 83.
