She was born Elizabeth Josephine Brawley in Pennsylvania on December 22, 1839. Her parents were John R. Brawley and Sarah Haskins. In later years, she was known as Josephine. Josephine graduated from Edinboro State Normal School and taught for two years in Pennsylvania public schools.
In 1868, Josephine married Louis C. Hughes. She had met him while she was a student at Edinboro. Louis moved to Arizona Territory in 1871. Josephine followed him there with their baby daughter in 1872. To reach Tucson, she had to travel by train to San Francisco, by boat to San Diego, and then by stagecoach to Tucson. Josephine carried a loaded rifle in one arm and her infant daughter in the other. When she arrived, there were only two other homemakers in Tucson. The couple lived in an adobe home. Josephine taught in the first public school for girls.
In 1893, Louis Hughes was appointed territorial governor by Grover Cleveland.
