Harvey Benjamin Bugg was born November 24, 1853 to Benjamin Nicholas Bugg and Annis Tucker Bugg. His parents migrated from Tennessee to Arkansas in the 1840s.

March 1, 1860, Harvey's father was awarded a land grant for 40 acres in Johnson County. The document was issued from the Clarksville land office and signed by U.S. President James Buchannan.

According to the 1860 census, Benjamin, his wife, and children removed from Johnson County, to Sebastian County, Arkansas.

Harvey became the husband of Avis Elizabeth Michael. They married January 13, 1884, in Sebastian county, Arkansas. From their marriage, two sons were born, Earl Breen and Van Bugg.

Harve Bugg passed in 1937. His wife died in 1941. They are buried at Steep Hill Cemetery.

According to a contributor, old church records indicate H. B. Bugg, was an early Free Will Baptist minister as listed in the minutes of the Western Arkansas Association when it met in 1902. This Association included counties of Franklin, Logan, Scott and Sebastian.
