Neil served as a Private First Class, 18th Air Police Squadron, Fighter Jet, U.S. Army Air Force at Clark Air Force Base in the Philippines during the Hukbalahap Rebellion (Huk Rebellion).

He resided in Smethport, McKean County, Pennsylvania prior to his enlistment.

He enlisted in the Army on August 24, 1946 in Harrisburg, Pennsylvania. He was note, at the time of his enlistment, as being employed as a sheet metal worker and also as Single, without dependents.

He served in the Army from August 24, 1946 thru December 22, 1947 and then in the Enlisted Reserve Corps until June 22, 1949 when he was called back into full time service and deployed to the Philippine Islands.

Neil died of Illness at Clark Air Force Base during the Huk Rebellion in the Philippine Islands.
