Presidential Cabinet Secretary. Born in Macon, Missouri, he was educated at Washburn College, Topeka, Kansas and Harvard University. He was appointed regent of the Kansas State Agricultural College serving (1898-1900). Active in political farming affairs, he was appointed Assistant Secretary of the U.S. Department of Agriculture by President Woodrow Wilson in 1914. During World War I while serving in this position, he promoted the "War Gardens" project which organized sending a million bushels of corn to the starving people in Europe. For his efforts, he received a decoration from the Polish government. He died at age 93 in Bloomington, Illinois.
