US Congressman. He was admitted to the bar in 1897 and commenced the practice of law in New York City. He was elected a member of the New York State Assembly in 1904 and served as a delegate at the Democratic National Convention in 1912. In 1913, he was elected as a Democrat to the Sixty-third Congress and to the eight succeeding Congresses, serving until in 1929. He was appointed a Justice of the New York State Supreme Court in 1930 and served until he retired in 1943.
