Belgium Prime Minister, Diplomat. He was Prime Minister of Belgium from July 1965 to March 1966. Trained as a lawyer, he became a member of the United Nation's General Assembly in the late 1940s. He served as his country's minister of education and justice during the 1950s, and as a minister of the civil service in the early 1960s. Harmel was the author of the NATO (North Atlantic Treaty Organization) policy of detente towards the Soviet Union and the Warsaw Pact, based on tough national and regional defense coupled with a strategy of peaceful diplomacy. His efforts, which became known as the Harmel Doctrine, led to the establishment of the 1975 Helsinki accords, in which 35 European nation states pledged to respect the national sovereignty of other nations, pursue peaceful conflict resolutions and disputes, while respecting basic fundamental human rights and freedoms. Following his term as Prime Minister, he served as Belgium's foreign minister and as a member of the national government until his retirement in 1973.
