Boumedienne ousted Ben Bella and became president. After a weak start caused an attempted coup in 1967, he asserted a more "direct and decisive" leadership. In 1971 Boumedienne took control of the oil industry. He tried to gain territorial access to the Atlantic across the Spanish Sahara. In 1976 his government issued a new National Charter which led to a new constitution. Boumedienne also became a leading figure in the nonaligned movement. He passed away after receiving treatment for a rare blood disease.
