Born in Pruny Town, Marion County, West Virginia, a son of John Van Buren Martin and Sarah Amanda Burdette Martin. Attended public schools in Page County, Locust Dale Academy and the University of Virginia. Admitted to the bar in 1894. Began professional practice in law (Armstrong and Martin) in Luray with Edward Jones Armstrong (who was also his uncle by virtue of EJA having married Mary Elizabeth Martin, Jesse's aunt). He married Nannie Mary Amiss (daughter of Dr. Thomas B. and Mary E. Miller Amiss) on 12/5/1894. Began practicing law as an independent in 1909. Democrat. Elected mayor of Luray in 1913. Member of the Knights of Pythias and communicant of the Methodist Episcopal Church, South, of Luray
