He was elected as Sheriff of Los Angeles County in the years (1872-1875) and also in the period (1880-1882). In addition to William "Billy" Rowland's capture of the infamous bandit Tiburcio Vásquez, Rowland is also famous for being the youngest person to be elected to the Sheriff in Los Angeles County history.
