US Navy Peacetime Medal of Honor Recipient. He entered the United States Navy in New York and served as a Fireman First Class. His citation reads "For rescuing from drowning John W. Powers, ordinary seaman on board the USS Essex, at Monrovia, Liberia, 31 October 1877". Simpson died at age 20 aboard the steamship "City of Savannah" and was buried at the Swedenburg Burial Ground (later the New Jerusalem Burial Ground) in Upper Darby, Pennsylvania. In the 1970s all remains were removed and reinterred in a mass grave at Mt Zion Cemetery in Delaware County, Pennsylvania.
