Paul was the youngest son of John W. Britton and Elizabeth Harbinson. After the death of Elizabeth, John couldn't care for his boys, so he turned them over to the Children's Aid Society. In July of 1898, they were sent by train to Eureka Kansas. The boys were raised in separate homes. Paul was raised by I.H. Tomlinson and his sisters.
