Dr. Patricia Whelan Williams was born to Peter James and Katherine Kelly Whelan, both members of pioneer Irish families. Her father was a descendent of Peter Dunne who came from County Kildare to to Corpus Christi in 1850. Her mother was a descendent of Martin Kelly who came from County Galway in 1842 at the age of 17. Her great-grandparents farmed land now partially occupied by Corpus Christi International Airport, with the remainder still operating as Kelly Farms. Dr. Williams attended Incarnate Word Academy, graduating in 1944. In 1946, she married Ronald John Williams, who was serving as a radar technician at Ward Island, currently the site of Texas A&M-C.C.

After her marriage, Dr. Williams continued her education receiving an A.A. degree from Del Mar College in 1964 and three degrees from Texas A&M-College Station: B.A. in 1965, an M.A. in 1966, and a Ph.D. in 1972. She joined the faculty of Del Mar College in 1966 and taught English and Philosophy until her retirement in 1991. During her tenure there she was promoted to the rank of professor, named a Master Teacher, and nominated for the Minnie Piper award.

She was a volunteer for CASA of Nueces County, a founding member of South Texas Philosophy Society, serving as president for three years, member of AAUW, the Retired Teachers' Association, St. Christopher's Holy Family Guild and St. Pius X parish.
