U.S. Senator. He graduated from the medical department of the University of Michigan in 1889, took postgraduate courses in Europe, was head surgeon at the University of Michigan Hospital (1889-90) and practiced medicine in Bay City, Michigan, (1890-95). He was a professor at the medical department of the University of Michigan (1895-1908), Mayor of Ann Arbor, Michigan, (1901-03), president of the park board (1905-06), president of the Ann Arbor board of education (1907-08) and a member of the Michigan State tuberculosis board of trustees, (1900-08), Moving to New York, he was dean of the New York Flower Hospital and Medical College, (1908-18), a member of the United States pension examining board in 1917, commissioner of public health and president of the New York Board of Health, (1918-23). In 1923, he was elected as a Democrat to the United States Senate and served until his death at age 69 in Washington, D.C.
