Boxer Rebellion Medal of Honor Recipient. He served in the United States Navy during the China Relief Expedition during the Boxer Rebellion as a Boatswain's Mate First Class. He was awarded the CMOH for his bravery on June 13, 20, 21, and 22, 1900. His citation reads "Fighting with the relief expedition of the Allied forces, Allen distinguished himself by meritorious conduct". His Medal was awarded to him on July 19, 1901.
