US Congressman. Served as Chief Clerk of the United States House of Representatives, serving from 1895 to 1911. He was elected to represent New Jersey’s 1st District in the United States House of Representatives to fill the vacancy caused by the death of Congressman Henry C. Loudenslager, and served from 1911 to his death in office in 1920. His death took place in the United States Capitol Building.
