He was prosecuting attorney of Butler County, (1892-96). He moved the Oklahoma, in 1906, was a law referee in bankruptcy, (1908-15) and was a executive with an oil corporation in Oklahoma City, in 1917. In 1919, he was as a Republican to the Sixty-sixth Congress to fill the vacancy caused by the death of Joseph B. Thompson, serving until 1921. After leaving Congress, he was elected as a Republican to the United States Senate, serving (1921-27). An unsuccessful candidate for reelection, he served as chairman of the Committee on Indian Affairs, resumed his oil business interests and continued the practice of law until his death.
