Pernell McClelland, Sr. was born October 29, 1892 in Ivanhoe, Bulloch County, Georgia. One of ten children, he was the oldest son of William Madison McClelland and Manie Veranda Glisson McClelland. He was married to Ruth Lightsey, and they were the parents of Pernell McClelland, Jr. and William "Willie" McClelland. Ruth also had two children by her first marriage: Herman L. Lightsey and Freddie Lue Lightsey Blitch Lanier. Pernell, Sr. died at age 59 on September 20, 1952 in Bulloch County, Georgia and is buried at Old Fellowship Baptist Church Cemetery. His ancestry was Scots, Scots-Irish, English, German, and--through the Martin and Strickland surnames--Native American (Lumbee).
