John J. Tynan, former Connecticut Commissioner of Motor Vehicles and a Democratic leader in the state for many years, died Monday at the Queens Convalescent Hospital in Middletown, Conn. He was 84 years old and had lived in Middletown all his life.

Mr. Tynan was named State Motor Vehicle Commissioner by Gov. Abraham A. Ribicoff in 1955, after serving for 24 years as Middletown's Tax Assessor. He remained in the state post until 1971, when he retired.

Mr. Tynan was active in Democratic Party politics on both the county and state level, and was a longtime member of the State Democratic Central Committee. Associates credited his influence with helping to swing Connecticut from Republican to Democratic control in the 1930's and in the selection of the late John M. Bailey as Democratic state chairman in 1946.

Mr. Tynan is survived by his wife, the former Winifred Hurley, and seven daughters, Elizabeth Hurney, Alyce Bogdan, Rita Hassett, Margaret Mary Doherty and Patricia Speight, all of Middletown; Maureen Witherell of Portland, Conn., and Joan Sullivan of Potomac, Md. Other survivors are a brother, Richard F., of Worcester, Mass; a sister, Gertrude A. Tynan of Middletown; 28 grandchildren, and four great-grandchildren.

A funeral service will be held at noon tomorrow at St. John's Roman Catholic Church in Middletown.
