U.S. Senator. He attended the University of Virginia, graduated from the University of Maryland Law School, in 1882, was admitted to the bar and proceeded to practice law in Baltimore, Maryland. He was a member of the Maryland State Senate, (1894-96), head of the city law department of Baltimore, (1903-08), a member of the Baltimore Charter Commission, in 1910 and general counsel to the Public Service Commission of Maryland, (1910-22). Also an accomplished writer, he was awarded the Pulitzer Prize in 1918, for his book, "Benjamin Franklin, Self-Revealed" (1917). In 1923, he was elected as a Democrat to the United States Senate, serving until 1929. An unsuccessful candidate for reelection, he resumed the practice of law until 1937, when he retired.
