Civil War Medal of Honor Recipient, US Congressman. He enlisted as a Private in Company C, 16th New York Volunteer Infantry at age 19 on May 16, 1861. He served a two year enlistment, being promoted to Corporal and Sergeant (July 14, 1862) before being honorably mustered out on May 22, 1863. He was awarded the CMOH for his bravery while serving as a Corporal during the Battle of Gaines Mill, Virginia on June 27, 1862. His citation reads "Voluntarily took up the regimental colors after several color bearers had been shot down and carried them until himself wounded". His Medal was awarded to him on March 3, 1891. After the war he entered the political realm, and was elected as a Republican to represent New York's 21st Congressional District in the United States House of Representatives, serving from 1887 to 1891. From 1904 until his death in 1926 he served as President of the Plattsburgh National Bank. He was one of four 16th New York soldiers to be awarded the Medal of Honor for bravery during the War (the others being Private James Allen, Major John C. Gilmore and Chaplain Francis B. Hall). He was the younger brother of Civil War Brevet Brigadier General Stephen Moffitt.
