U.S. Congressman. He graduated from King’s College, in 1765, studied law, was admitted to the bar and commenced to practice law in New York City. He was deputy to the provincial convention in 1775, was a member of the council of safety, (1777-78), was first Attorney General of New York, (1777-89), a member of the New York State Assembly, (1777-81, 88), was one of the three commissioners to direct the embarkation of the Tory refugees for the loyal British provinces and an associate judge of the Supreme Court of New York, (1784-1801). In addition, he was a Member of the Continental Congress, (1784, 87-88). In 1789, he was elected as a Pro-Administration candidate to the First and Second Congresses, serving until 1793. He then served as the first president of the New-York Historical Society, (1804-16) and was elected as a Federalist to the Thirteenth Congress, serving March 4, 1813, to August 2, 1813. After a long career in politics, he lived in retirement until his death at age 87.
