US Congressman. He was elected to represent two different New York Districts in the United States House of Representatives, serving from 1861 to 1865. He first represented the 23rd District, succeeding Congressman Charles B. Hoard, and serving from 1861 to 1863. He then represented the 20th District, succeeding Congressman Roscoe Conkling and serving from 1863 to 1865. He did not run for re-election, having been appointed to a diplomatic post by President Abraham Lincoln. His seat was subsequently filled by Congressman Addison H. Laflin.
