U.S. Congressman. Educated at Union College New York, he graduated from the law department of George Washington University, Washington, D.C., was admitted to the York bar in 1901 and moved to Fresno, California, in 1902. There he practiced law and was elected as a Republican to the Sixty-sixth Congress and to the next six succeeding Congresses, serving (1919-33). An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 68.
