During World War I, he served overseas as a Private in 301st Company, U.S. Army, Tank Corps. After the war, he graduated from the University of Pittsburgh in 1923, engaged in the insurance business and served in the Pennsylvania State House of Representatives (1935-37). In 1937, he was elected as a Republican to the Seventy-fifth Congress to fill the vacancy caused by the death of Benjamin K. Focht, reelected to the Seventy-sixth Congress and to the next ten succeeding Congresses, serving until his death.
