U.S. Congressman. He was successful in the mercantile business and a member of the Maryland State House of Delegates in 1794. He was elected as a Federalist to the Fifth and Sixth Congresses, serving (1797-1801)), again a member of the Maryland State House of Delegates, (1808-09) and judge of the orphans’ court of Frederick County in 1813. In 1815, he was elected as a Federalist to the Fourteenth Congress, serving until 1817. After his term, he resumed his former mercantile interests and was Mayor of Frederick, Maryland, in 1820.
