U.S. Senator. After attending the local public schools, Walsh attended the New York University School of Commerce. By 1915, he was working for Edison Enterprises as a recording violinist and later in management. During World War I, he served in the United States Marine Corps as a sergeant. Between 1929 and 1932, he was a lieutenant in the United States Naval Reserve, and in the New Jersey National Guard from 1941 to 1943. He worked as director of the New Jersey Federal Housing Administration and by 1935 was Assistant Administrator at the Washington D.C. office. A member of the New Jersey State Board of Regents for two years beginning in 1941, he was also on the board of directors of the American-Russian Chamber of Commerce in 1943. That same year, he became commissioner of the Port of New York Authority; however he was called to fill the vacancy caused by the death of William Barbour in the United States Senate. While in Congress, he was Chairman of the Committee on Naval Affairs. He served in the Senate until December 7, 1944 when the next election was held. He resumed his position at the Port of New York.
