William's first examination for enlistment into the US Naval Academy was completed on May 15, 1884, and he was accepted for entrance into the school on May 20th. At the age of 15, William graduated from Duval High School on June 4, 1884. His diploma, and those of others, were presented by Major A J Russell. Then, on June 16th, he boarded a ship for Annapolis.

On January 30, 1888, after several minor disciplinary violations, it was recommended that he be dropped. Cadet Baya submitted his resignation on February 15th of that year. It was approved, and then submitted to the Department of the Navy on February 17th. A letter of acceptance of the resignation was issued to William on February 21, 1888.

He married Viola Alfonsia Masters on October 8, 1890, in Saint Augustine, Saint Johns County, Florida.
