US Congressman. He attended Dickson Seminary in Williamsport, Pennsylvania, studied law and was admitted to the bar in 1861. During the Civil War, he served in the Union Army, (1862-64). After the war he relocated to Kansas, was prosecuting attorney of Shawnee County, (1865-73) and was assistant United States Attorney for Kansas, (1873-77). In 1877, he was elected as a Republican to the Forty-fifth Congress and to the next six succeeding Congresses, serving until 1889. After his term he was appointed First Assistant Secretary of the Interior by President McKinley in 1897, reappointed by President Theodore Roosevelt, serving until 1907. He later was sent to Okalahoma, where served as the personal resident representative of the Secretary of the Interior, until his death at age 76 in Muskogee, Okalahoma.
